Mast step positioning?

I'm having a devil of a time getting the mast positioned for correct tuning. It seemed my masthead was tipping forward-put a light line up a halyard on a windless day with all water tanks empty (sits pretty level at the mooring)-and verified mast is raked forward. I now have it very slightly raked aft or just vertical, but the gap in the collar in front on the mast is quite large and there is almost no gap aft-this is making me wonder if the step is located too far aft? Is the step movable? A more alarming question, could it safely be nudged forward with the mast in place and stays slightly loose?

After replacing my mast step I had to add toggle eyes to get the standing rigging into range of the turnbuckles. The new mast step was taller so everything came up short. if I ever replace that rigging those will come out. My mast was raked aft so the toggles were added to the back stay as well as the uppers and lowers.
