Seal off/plug thru hull?

What is the safest way to seal off a thru hull. I have one that I intend to remove next haul-out. Should the hole be plugged with something or filled with glass/epoxy?

You should grind a taper to the hole and build a patch with mat and epoxy. West System has online manuals that give good guides.
