I noticed a burning rubber smell and when I checked the belt it looks like the fresh water pump pulley is not rotating. Any advice? Have to pull it off and rehab it?

Have you removed the belt and tried turning it by hand? Just trying to verify it's the water pump and not the alternator. Whichever one doesn't turn needs to be replaced or rebuilt. If the water pump has been leaking the bearing may be rusted and "frozen".

The other pulleys are turning so its just that one. I will removed and see about rebuilding it. Looks hard to get off.

Hard to get off, easily rebuildable if you want to save some bucks.  Take old bearings and seals into a good bearing supply store to match them up with new ones.

I never think about the F.W. pump much... it's always the raw water pump I keep an eye on.  Good post as a reminder of what can fail.  Might not be a bad idea to keep a rebuilt spare aboard.  Cheers!
